Problems Statement/Background (GAP): The author focuses on the problem of
lack of socialization and low public awareness of the ownership of Digital
Population Identity (IKD) in Semarang City. Purpose: The purpose of this study is
to analyze the implementation of IKD in the Population and Civil Registration
Office of Semarang City by explaining the obstacles and describing the efforts.
Methods: this study used descriptive qualitative method with data collection
techniques consisiting of interviews, observation, and documentation.
Result/Findings: IKD ownership in Semarang City has only reached 3,27%, while
theh target set by the Directorate General of Population and Civil Registration is
30% of the total population with KTP-el in each district/city. This is due to the fact
that the socialization and ball pick-up programs have not reached all aspects of the
community, as well as the limitations of the existing facilities and infrastructure.
Conclusion: Population administration services in the ownership of ID cards in the
Population and Civil Registration Office of Semarang City are not optimal.
Population and Civil Registration Office of Semarang City can conduct massive
and active socialization to the community and approach other public service sectors
so that data utilization requires people to use Digital Population Identity as a
substitute for physical KTP-el
