Problem/Background (GAP): This research is motivated by the low level of activation of Digital
Population Identity in Bandar Lampung City due to the lack of facilities and infrastructure to
support the implementation of services to the community, low public awareness and understanding
of the Digital Population Identity activation flow and the lack of employees in activation activities
Digital Population Identity. Purpose: This research aims to determine the ownership of Digital
Population Identity activation, the obstacles faced in owning Digital Population Identity
activation, as well as the strategy of the Department of Population and Civil Registration in
ownership of Digital Population Identity activation in Bandar Lampung City. Method: . This
research uses a research design with descriptive qualitative methods and an inductive approach.
Results: Based on research conducted by researchers, the Population and Civil Registration
Service's strategy in activating Digital Population Identity has been implemented according to the
strategy but has not been optimal. This is because there is still one dimension that does not fully
match the strategy, namely the resource support strategy dimension. Conclusion: in overcoming
obstacles to the activation of Digital Population Identity, namely in the form of providing facilities
and infrastructure, efforts to activate Digital Population Identity by utilizing the latest innovations,
namely WhatsApp video calls and pick-up and drop off in sub-districts and sub-districts as well as
providing education and employee training
