Method: This research employs a qualitative method with an inductive descriptive approach to investigate the conditions and events in the field, with the findings presented in a research report. Result: The results indicate that the service of creating family cards for unregistered marriage couples is operational but not yet optimal according to Article 10 (2) of the Ministry of Home Affairs Regulation Number 108 of 2019, due to several obstacles. Conclusion: The author concludes that the service of creating family cards for unregistered marriage couples is operational but not yet optimal according to Article 10 (2) of the Ministry of Home Affairs Regulation Number 108 of 2019, due to several obstacles. These obstacles include a lack of socialization of Article 10 (2) of the Ministry of Home Affairs Regulation Number 108 of 2019 regarding the Implementation of Presidential Regulation Number 96 of 2018 on the Requirements and Procedures for Population Registration and Civil Registration concerning unregistered marriages (Nikah Siri) in the family card to the public, a lack of public awareness about the importance of family card documents for unregistered marriage couples, and unregistered marriage couples being reluctant to disclose their unregistered marriages.
