This condition demands substantial time, effort, and cost, which in turn lowers public awareness and participation in managing their civil administration documents. Purpose: This study aims to evaluate the DUKCAPIL POLTAK innovation program in providing civil document issuance services, identify factors that hinder this innovation, and examine the efforts made by the Civil Registration Office of Toba Regency to overcome these obstacles. Method: The research method employed is qualitative descriptive, with data collected through observation, interviews, and documentation. Data analysis was conducted using reduction, presentation, and conclusion drawing methods based on Kuratko's theory of innovation characteristics, which include invention, Extention, duplication, and synthesis. Result: The findings indicate that the implementation of the DUKCAPIL POLTAK innovation has successfully increased the issuance of civil documents and improved the quality of the population database. Conclusion: To enhance this innovation, it is recommended that the Civil Registration Office of Toba Regency continuously evaluate, improve, and maintain facilities and infrastructure gradually, as well as actively engage in socialization efforts to village, subdistrict, and district authorities.
