Purpose: The objectives of this research are 1.) To find out and analyze the effectiveness of having an identity card through Digital Population Identity 2.) To know and analyze the factors inhibiting and supporting the ownership of a resident's card through Digital Population Identity 3.) To know and analyzing efforts to obtain identity card ownership. population through Digital Population Identity becomes effective. Method: The research method used is descriptive qualitative with an inductive approach and data collection techniques in the form of observation, interviews and documentation. Result: The results of the research show that the implementation of Digital Population Identity (IKD) in Jember Regency has had a significant positive impact by making it easier to access public services and online transactions. Supporting factors include government commitment, adequate technological infrastructure, public awareness, and the availability of trained workers. However, several obstacles need to be overcome, such as budget limitations, lack of public awareness, as well as infrastructure and data security problems. The Jember Regency Government has made various efforts to increase public understanding of IKD through outreach and education. Conclusion: The implementation of IKD in Jember Regency has been assessed as effective from the results obtained. This cannot be separated from supporting factors such as the availability of infrastructure, public awareness, and the availability of adequate employees. Although there are still inhibiting factors such as limited budget and resources as well as data security problems. However, the government has made various efforts to increase public understanding and use of Identity Card ownership through Digital Population Identity.
