Even though it is important, there are still residents of Lhokseumawe City who do not have a birth certificate because the process of issuing a birth certificate takes quite a long time. So, implementing a QR code can be an effective solution to speed up and simplify the process of issuing birth certificates in Lhokseumawe City. Purpose: Apart from that, this research also aims to analyze what factors are obstacles and what efforts are being made by the Lhokseumawe City Population and Civil Registration Service to overcome these obstacles. Method: This research uses a descriptive qualitative research method with an inductive approach. The data collection techniques used were observation, interviews, and documentation. Interviews were conducted with the Head of Disdukcapil, Secretary of Disdukcapil, Head of General Affairs and Civil Service, Head of Planning and Finance, Head of Services and Civil Registration, Head of Population Services and Registration, and Jabfung Population Database Administration. Result: The theory used is implementation theory according to Van Meter and Van Horn, with six dimensions: policy standards and objectives, resources, relationships between organizations, characteristics of implementing agencies, social, economic, and political conditions, and the disposition or attitude of implementers. Conclusion: Based on the research results, the application of the QR Code in the process of issuing birth certificates at the Lhokseumawe City Population and Civil Registration Service has been carried out well. However, there are still problems with facilities and infrastructure, as well as a lack of human resources, so that the implementation of the QR Code cannot run optimally. However, the Lhokseumawe City Population and Civil Registration Service continues to strive to improve services to support the successful implementation of the QR Code, such as providing adequate facilities and infrastructure as well as improving the quality of existing human resources.
