Purpose: The aim of this research is to analyze the strategy of the Manpower and Transmigration Department in reducing unemployment in Kupang City. Method: The research method in this research is to use a qualitative descriptive research method. This is necessary to obtain the research data needed to produce the findings of this research. Data sources obtained from observation, interviews and documentation using Kooten's Strategy Theory. Result: The strategy of the Department of Manpower and Transmigration has been going well but cannot be said to be optimal because there are still obstacles encountered due to the lack of quality of infrastructure, budget which is still not good enough, lack of information regarding job seeking companies, people who still have limitations or obstacles in technological knowledge, as well as a lack of public awareness in seeking information about programs implemented by the Kupang City Manpower and Transmigration Service. Conclusion: The strategy used to reduce unemployment has been running quite optimally, but there are still several inhibiting factors.
