      <subfield code="a">Problem/Background (GAP): This research focuses on discussing the effectiveness of pick-up&#13;
and drop-off services in increasing birth certificate ownership in Ambon City. The birth&#13;
certificate is one of the most important population documents, but is not paid much attention&#13;
to by several community groups in Ambon City. Apart from being a child's identity and&#13;
protecting children from criminal acts, birth certificates have several other functions such as&#13;
requirements for population administration, school registration, and others. There are still&#13;
people who apply for birth certificates only when they have urgent needs. For this reason, to&#13;
facilitate access to Birth Certificate services, the Ambon City Population and Civil Registration&#13;
Service has implemented a pick-up and drop-off service program. Purpose: This research aims&#13;
to determine the effectiveness of the pick-up service in increasing ownership of birth&#13;
certificates in Ambon City, what are the obstacles in the pick-up service, and what efforts are&#13;
made by the Population and Civil Registration Service of Ambon City to overcome the&#13;
obstacles that occur. Method: The research design used is qualitative research with descriptive&#13;
methods. Data collection in this research was carried out by means of observation, interviews&#13;
and documentation. Data analysis techniques include data collection, data reduction, data&#13;
presentation and drawing conclusions. This research uses effectiveness theory according to&#13;
Gibson (1996:50) and Steers (1985:46-48) in Sumaryadi (2005:107-108) based on 5&#13;
measurement dimensions, namely production or productivity, quality or quality, efficiency,&#13;
flexibility and customer satisfaction . Results/Findings: The results of this research show that&#13;
the effectiveness of the pick-up and drop-off service by the population and civil registration&#13;
service in issuing birth certificates in the city of Ambon has been effective even though there&#13;
are several obstacles. The obstacles that occur include a lack of public awareness and&#13;
knowledge, a less strategic location, and network problems. The efforts made to deal with&#13;
existing obstacles are by conducting outreach to the public regarding football pick-up services,&#13;
utilizing strategic locations in such a way for the service process and improving the network&#13;
by using a more supportive network. Conclusion: From measurements using a 5 indicator&#13;
approach, namely production/productivity, quality, efficiency, flexibility and satisfaction, the&#13;
football pick-up service by the Population and Civil Registration Service in issuing birth&#13;
certificates in Ambon City is considered by researchers to be effective even though there are still several related obstacles in ball pick-up service process.</subfield>
