      <subfield code="a">Problem Statment/Background (GAP) : A birth certificate is an important document that&#13;
proves a person's identity. Even though it is important, there are still residents of Lhokseumawe&#13;
City who do not have a birth certificate because the process of issuing a birth certificate takes&#13;
quite a long time. So, implementing a QR code can be an effective solution to speed up and&#13;
simplify the process of issuing birth certificates in Lhokseumawe City. Purpose: Apart from&#13;
that, this research also aims to analyze what factors are obstacles and what efforts are being&#13;
made by the Lhokseumawe City Population and Civil Registration Service to overcome these&#13;
obstacles. Method: This research uses a descriptive qualitative research method with an&#13;
inductive approach. The data collection techniques used were observation, interviews, and&#13;
documentation. Interviews were conducted with the Head of Disdukcapil, Secretary of&#13;
Disdukcapil, Head of General Affairs and Civil Service, Head of Planning and Finance, Head&#13;
of Services and Civil Registration, Head of Population Services and Registration, and Jabfung&#13;
Population Database Administration. Result: The theory used is implementation theory&#13;
according to Van Meter and Van Horn, with six dimensions: policy standards and objectives,&#13;
resources, relationships between organizations, characteristics of implementing agencies,&#13;
social, economic, and political conditions, and the disposition or attitude of&#13;
implementers. Conclusion: Based on the research results, the application of the QR Code in&#13;
the process of issuing birth certificates at the Lhokseumawe City Population and Civil&#13;
Registration Service has been carried out well. However, there are still problems with facilities&#13;
and infrastructure, as well as a lack of human resources, so that the implementation of the QR&#13;
Code cannot run optimally. However, the Lhokseumawe City Population and Civil&#13;
Registration Service continues to strive to improve services to support the successful&#13;
implementation of the QR Code, such as providing adequate facilities and infrastructure as well&#13;
as improving the quality of existing human resources.</subfield>
