      <subfield code="a">Problem Statement/Background (GAP): Population density is increasing because the human&#13;
population continues to grow. Due to its large population, there has also been a fairly large increase&#13;
in population in North Minahasa district compared to the last few years. A very high growth rate is a&#13;
demographic problem that can affect many aspects of life, namely economic, social and educational&#13;
aspects. Purpose: The aim of this research is to describe the Population Control and Family Planning&#13;
Department's strategy which is expected to be able to reduce the rate of population growth in North&#13;
Minahasa and identify the obstacles in implementing the Family Planning program in suppressing the&#13;
rate of population growth in North Minahasa. Method: This research employs a qualitative approach&#13;
with an inductive method. The data collection techniques include interviews, observations, and&#13;
documentation. Result: The results of the research show that the Population Control and Family&#13;
Planning Service has developed a strategy in the form of a program, namely the Family Planning&#13;
Program and then implemented it which is running quite well even though there are various factors&#13;
that hinder the implementation of this program, such as human resources and budget availability.&#13;
Conclusion: Research finds that internal factors (such as legal basis and support from honorary staff)&#13;
as well as external factors (such as family planning programs and geographical challenges) influence&#13;
population growth. Priority strategies involve optimizing family planning programs, increasing&#13;
capacity and cooperation, as well as motivating and training human resources. It is hoped that this&#13;
strategy will increase the effectiveness of the family planning program. Suggestions include&#13;
maximizing internal strengths, improving infrastructure, increasing employee commitment, optimizing&#13;
external opportunities, as well as regular evaluation and training.</subfield>
