Bura Sumedang : IPDN, 2024 352.150 959 812 83 352.150 959 812 83 RIW e - Administrasi Pemerintahan Daerah Problem Statement/Background (GAP): The ownership of civil registration documents in Karo Regency, North Sumatra, has been progressing well, although not yet fully comprehensive. This is due to a lack of accessible information. Purpose: The purpose of this research is to investigate the inhibiting factors and the effectiveness enhancement efforts of the SENEMBAS program. Method: This research employs a qualitative approach with an inductive method. The data collection techniques include interviews, observations, and documentation. Result: The findings obtained by the researcher in this study indicate that the implementation of the SENEMBAS program has been effective, as evidenced by the number of residents who have obtained civil registration documents through the SENEMBAS program. Conclusion: The SENEMBAS program for issuing civil registration documents at the Population and Civil Registration Office of Karo Regency has been effective. However, the identified obstacles need to be addressed through various efforts to enhance the innovations carried out by the Population and Civil Registration Office of Karo Regency, thereby improving the efficiency and quality of population services.
