Problem Statement/Background (GAP): Low interest from users of online dukcapil services
(website) in Toba Regency with only 13 users, this figure is inversely proportional to the level
of the electronic participation index in Indonesia. Inversely proportional to the level of the
electronic participation index in Indonesia and has an influence on the implementation of
service programs that are being service program that is being intensified by the government
with the use of digitalization and technological assistance in the implementation of online
population document issuance. Purpose: The purpose of this study is to determine the
measurement of the level of readiness of the Toba Regency community in the use of onlinebased civil registration services. Method: This study used qualitative method and analyzed of
community readiness based on Plested Theory through 6 dimensions of community readiness
(community readiness model). The data collection technique was conducted with
questionnaires (6 key respondents and 50 supporting respondents), structured interviews (40
informants), and documentation. Result: The findings obtained by the author in this study that
most people in Toba district began to participate in the implementation of services and began
to utilize them. Utilizing it, but the level of knowledge of the community is still at the level of
level of knowledge, there are also still some community obstacles in the implementation
process both in terms of facilities and infrastructure implementation both in terms of facilities
and infrastructure. Conclusion: The level of readiness of the Toba Regency community Toba
Regency online service users is at 7.02 (stabilization), but there are several reasons why offline
service users still use offline services, several reasons for offline service users to still use
conventional services, then several factors were found to be conventional services, then found
several factors that influence readiness of the Toba Regency community and there are
suggestions for efforts that can be made by the the Population and Civil Registration Office of
Toba Regency in overcoming the obstacles found, overcome the obstacles found.
