Problem Statement/Background (GAP): The development of the times and the era of
globalization have made population mobilization more complex and dynamic. However, behind
these dynamics, Aos and Riwanti (2019) explained that there are still many people in Cirebon
Regency who do not report their movements. The development of a very fast and technological
era also requires the government to innovate in providing public services, especially digital
services to improve the effectiveness and efficiency of public services. The Population and Civil
Registration Office presents the Sintren application as a form of digital service with the aim of
facilitating the community. Purpose: This study aims to see how effective the Sintren
application is in population services, especially in the moving-in section, knowing what factors
are obstacles and supporting factors, and knowing what efforts have been and need to be made
in overcoming obstacles. Method: Researchers used a type of qualitative research descriptive
method with an inductive approach. Data collection methods used by conducting interviews,
direct observation, and documentation. Result: Based on direct observations in the field,
researchers found that the Sintren application online service still has several shortcomings
such as a lack of trust from the public in online services, facilities and infrastructure that are
less supportive in providing online services, and a lack of socialization to the public regarding
the Sintren application and socialization of procedures for using the Sintren application.
Conclusion: The results of this study indicate that the effectiveness of online services through
the Sintren application in population administration services, especially in the field of moving
and coming, has not been effective. In this study, researchers provide suggestions including:
can further strengthen cooperation with OPD, the private sector and other stakeholders in
maximizing the Sintren application online service program, procure facilities and
infrastructure that can support the management of the Sintren application for applying for
population documents, and be more vigorous in socializing the Sitren application to the public
regarding its existence and use.
