Problem Statement/Background (GAP): The author focuses on the problem of lack of ownership of
death certificates in Kubu Raya Regency, West Kalimantan Province.. Purpose: This research aims
to determine and analyze the level of death certificate issuance services in improving administrative
order in the Population and Civil Registration Service, Kubu Raya Regency, West Kaimantan
Province, to find out and analyze the factors inhibiting death certificate issuance services in
improving administrative order in the Population and Registration Service. SipiI, Kubu Raya
Regency, West Kaimantan Province, as well as to find out and analyze efforts to overcome the factors
inhibiting death certificate issuance services in improving administrative order at the SipiI Population
and Registration Service, Kubu Raya Regency, West Kaimantan Province. Method: The research
method used is descriptive qualitative. Data collection techniques through observation, interviews
and documentation. The analysis techniques used are data reduction, data presentation, and drawing
conclusions. The research design used is the theory of public service quality according to LoveIock
in Hardiyansyah (2011), including tangible, realible, responsiveness, assurance, empathy. Result:
Several inhibiting factors were found, such as inadequate infrastructure, uncomfortable service
spaces, a small number of employees, people who are technologically illiterate and a lack of public
awareness. Conclusion: The service of issuing death certificates in improving administrative order
at the Population and Civil Registration Service, Kubu Raya Regency, West Kaimantan Province,
there are still several inhibiting factors so that the implementation of issuing death certificates cannot
be said to be effective.
